How do i update my wii firmware to 3.2 without using a game or via the internet?

You can only get an update over an internet connection.
This is why you shouldn’t use modchips or homebrew. Nintendo uses these updates to stop people who abuse their Wiis from playing the newest games.

you may also use the anyreigionchanger for the wii
it inclues a 3.2u update in it
